Nabunturan, Compostela Valley – Municipal Mayor Chelita C. Amatong ordered a surprise drug test for Local Government Unit (LGU) officials and employees on Wednesday, September 27, 2017 at the Villa Amor Hotel, Nabunturan.
The Philippine National Police (PNP) Nabunturan Station, headed by Police Chief Inspector Arwyn Gaffud, and Philippine Drug Enforcement Agency (PDEA) spearheaded the conduct of the drug test.
PCI Gaffud emphasized that the drug testing is in line with the anti-drug campaign of Pres. Rodrigo R. Duterte, wherein government institutions must initiate an anti-illegal drug program.
“The conduct of surprise drug test in the municipal government office is one way of following the order of the president,” PCI Gaffud said in an interview.
He also stressed that employees tested positive for illegal drug use will have to face a penalty of 6 months’ rehabilitation as stated in R.A. 9165 or the Comprehensive Drug Use Act of 2002.
“Itong surprise drug testing malaking tulong ito para malinis ang ating mga instutions pati maging example tayo sa ibang kababayan natin,” he added. (The surprise drug testing is a big help to cleanse our institution and so that we become an example to our fellow citizens.)
According to him, there are rehabilitation centers in Davao City and New Corella that may cater the personnel proven to be using prohibited drugs. The personnel may also undergo Oplan Liwanag, a community-based rehabilitation program of the Provincial Government of Compostela Valley in partnership with the LGU Nabunturan.
The barangays are also given the liberty to decide to order a random drug testing within their unit.
“Kung may programa at budget ang barangay, we can also conduct a drug testing like this,” Gaffud said. (If the barangay has the budget we can also conduct a drug testing like this).
